Commercial and Contract Management in Construction and Infrastructure | FIDIC and EPC Contracts | Project Management | Risk Management | Advisory and Training
Haluk Enginar is a commercial and contracts leader with 30+ years of international experience in construction, infrastructure, rail, energy and EPC projects. He specializes in FIDIC, risk, claims and AI-driven contract management.
Haluk Enginar is an executive, adviser, entrepreneur and mentor with international experience in commercial and contract management across construction, infrastructure and energy projects. His expertise lies in managing contractual rights and obligations alongside project costs, revenues and risks. From tender through to final account, he helps organisations improve commercial outcomes and protect their contractual position. He combines this experience with project management, team development and the application of AI in construction.
Over a career spanning more than 25 years, he has led commercial and contractual strategy for employers, contractors and multinational consortia on complex infrastructure, rail, energy and EPC projects across Europe, Türkiye and the Gulf. His career includes senior roles on Dubai’s Route 2020 Metro, at Qatar Rail and on Istanbul’s Marmaray rail crossing, as well as regional contract leadership at Alstom and international commercial management responsibilities at Doğuş Construction.
Having worked on both the employer and contractor sides, he understands how different parties assess same issues. This perspective informs his assessment of decisions made by employers, contractors, engineers, joint ventures and supply-chain organisations when programme, cash flow and contractual entitlements are under simultaneous pressure.
He has managed numerous contracts with values reaching US$4 billion, advised on portfolios exceeding US$600 million and secured more than US$65 million in claim recoveries. Through disciplined tender assessment, he has prevented US$300 million in potential risk exposure. He has also managed a US$250 million claims portfolio and achieved favourable Dispute Adjudication Board (DAB) outcomes involving more than US$100 million. He has led contract and project management teams of up to 60 professionals from different disciplines and cultures. His work has included restoring communication between employers and contractors in contentious environments and developing claims strategies grounded in evidence drawn from complex project records.
Haluk brings experienced judgement to situations where contractual responsibilities become unclear, changes affect the programme and profitability, payments fall behind, or disagreements between the parties place the project under strain. He helps clients assess their position, set priorities and base their actions on contract provisions and project records. By examining the longer-term consequences of decisions made at tender and project initiation, he also helps address problems before they escalate.
A central part of his approach is to consider contract management and project management together. He assesses how changes to the programme affect cost and contractual entitlement, and how commercial decisions shape delivery on site. Through his work in project management, planning, project controls and risk management, he helps management obtain timely information, clarify team responsibilities and put decisions into practice.
Today, Haluk applies this experience through two complementary ventures. Through Amsterdam-based CMT Consult B.V., he provides commercial and contractual advice, project management support, training and mentoring to construction, infrastructure and energy organisations. His work focuses on tender and contract risk, claims, dispute avoidance, margin protection and cash flow. His support ranges from resolving a specific issue to developing the management processes and team capabilities needed throughout project delivery.
Prymora®, which he founded, is an AI-native contract intelligence venture. It draws on his decades of project experience to continuously assess information held in contracts and project documentation. The aim is to provide management oversight and control throughout the project lifecycle, make obligations, deadlines, risks and entitlements easier to track, and bring institutional knowledge into decision-making. His approach to AI in construction and project management centres on identifying where it can deliver practical value, selecting suitable applications and keeping outputs under the oversight of experienced professionals.
Alongside his advisory work, Haluk is co-founder and co-host of the Dijital Tuğla podcast, which explores how AI, digital transformation and construction technology affect project delivery. He has served as an external expert evaluator for the European Commission’s Horizon 2020 programme, is an EMCC-accredited mentor and has completed the AI Superpowered Mentors & Coaches Programme.
He holds a master’s degree in Advanced Commercial and Contract Management from Villanova University in the US, and bachelor’s and master’s degrees in Metallurgical and Materials Engineering from Middle East Technical University in TR. He is also a member of the Society of Construction Law (UK).

Leading people has been a substantial part of Haluk’s career. He has brought together teams with different areas of expertise, cultures and working practices around shared responsibilities, and managed them through difficult negotiations, heavy workloads and strained relationships between project parties. His experience of how people use information, make decisions and work together shapes his approach to training.
His training connects the subject matter to the realities of project work. He places emphasis on understanding contract provisions and management methods, and on knowing when and how to apply them within each participant’s responsibilities. This includes recognising the commercial and contractual consequences of decisions, acting promptly, keeping accurate records and communicating effectively with other teams.
His principal training areas are:
Commercial and contract management in construction projects
Project management, planning and risk management
The application of AI in construction and project management
He supports the development of professionals with contractual and commercial responsibilities, as well as project managers, technical teams and management personnel. His AI training focuses on how the technology can be applied to day-to-day work and how its outputs should be assessed.
