Cem Yılmaz

Cem Yılmaz is a transformation leader with 30 years of experience in technology, management consulting, and corporate transformation, specializing in large-scale transformation programs, digital strategy, and organizational restructuring. Throughout his career, he has worked in both technology development teams and senior consulting roles, leading transformation programs that align technology with business strategy.

In the early stages of his professional career, acting as a computer engineer, he took part in large-scale software projects at companies such as Cybersoft, Siemens Business Services, and Aydın Yazılım; gaining comprehensive experience in software development, project management, and business development. This technical background provided a strong implementation perspective for the major transformation programs he managed in subsequent years.

Focusing on management consulting over the following 20 years, Cem Yılmaz assumed various leadership roles at Deloitte Consulting for 16 years, serving as a Partner during his final five years. During this period, he led strategy, organizational design, technology transformation, and operational modeling initiatives within Turkey’s leading corporate transformation programs.

Since 2021, he has continued his work under the umbrella of Perita Analitik, where he is a Founding Partner, providing consulting services to large-scale enterprises in Turkey as well as numerous organizations operating across Europe, Africa, and Central Asia. He takes an active role in projects supported by international organizations such as United Nations agencies, the World Bank, the European Union, EBRD, KfW, and FCO, providing strategic consulting in public, private sector, and development projects.

With extensive experience in the energy, healthcare, pharmaceutical, social security, disaster management, and technology sectors, Yılmaz specializes in target operating model design, digital transformation, IT governance, data and analytics infrastructures, investment analysis, and organizational transformation projects.

Taking an active role on the academic front as well, Cem Yılmaz taught courses in entrepreneurship, project management, and technology management at Gazi University during the 2024–2025 academic term. Simultaneously, he supports startup and scale-up companies within the entrepreneurship ecosystem in connecting with investors and fund providers.

Holding a Bachelor’s degree in Computer Engineering from Bilkent University and a Master’s degree in Computer Engineering from Middle East Technical University (METU), Cem Yılmaz has held a PMP certification since 2005.
